Global PCR harmonization

Introduction

In recent years, new potential market applications related to EPD have led to an increased interest among various stakeholders in many countries to take part in the work related to the PCR development. The ambition is to make the PCR documents as internationally applicable as possible, thereby avoiding unnecessary barriers to trade.

The international standards, research papers and market best practices such as ISO 14025 and the Guidance for PCR development recommends global harmonisation efforts in Product Category Rules. To play a role in this development and to fulfill its role as a programme operator, the International EPD® System:

  • Maintains a list of relevant global PCR resources for those developing PCRs, including links to PCR libraries in other programmes (see below),
  • Participates in different PCR harmonization initiatives as a programme operator through mutual recognitions with established programmes and the launch of regional EPD programmes fully aligned with the International EPD® System,
  • Participates in initiatives such as the EU pilot for Product Environmental Footprint Category Rules (PEFCR) and development in PCR in other programmes operated in accordance with ISO 14025.
  • Participates in international standardisation efforts, such as ISO/DTS 14027.

Please note that EPDs registered in the International EPD® System may only be done based on PCRs developed within the framework of the programme or adopted into the PCR database after review and an agreement with the programme in which the PCR was developed. See the General Programme Instructions for more information.
