PCR description
A CEN standard with product category rules for this product category is being developed. Upon publication, it will be adopted in the International EPD System and replace c-PCR-028 Bituminous mixtures, with a transition period of 90 days. You can follow the development of the new CEN standard here.
“Complementary Product Category Rules for Bituminous Mixtures (c-PCR Bituminous Mixtures (DN-PAV-03077)” of TII has been adopted as a c-PCR to PCR 2019:14 of the International EPD System.
The c-PCR is mandatory to use in the Irish market. For other markets it shall be used in one of two ways:
- Full verification towards the c-PCR until there’s a market-specific c-PCR available in the International EPD System, unless any requirements in the c-PCR are in conflict with PCR 2019:14, EN 15804 or other market requirements applicable for the specific EPD.
- As a reference document for harmonisation on aspects that are possible, while still verifying to PCR 2019:14 only.
The c-PCR has been adopted with the following deviations, specifications, and additional requirements:
- It is to be used together with the main PCR for construction products in the International EPD System, PCR 2019:14 (the equivalent to EPD Ireland’s Part A PCR). I.e., all references to Part A PCR shall be replaced by PCR 2019:14, when used in the International EPD System.
- For the Irish market, an EPD can only be developed for a particular bituminous mixture from a specific asphalt plant. For other markets, however, the c-PCR is applicable also for EPDs of multiple products, sector EPDs and products from different plants. Note that the terms “average EPD” and “group EPD” used in the c-PCR corresponds to the terms “sector EPD” and “EPD of multiple products”, respectively, in the International EPD System.
- For the Irish market, the c-PCR says that data collection shall be based on a calendar year. If the c-PCR is applied for other markets, data shall normally be based on a 12-month period, but this does not necessarily have to be a calendar year.
Note 1: The c-PCR is based upon the EF 3.0 characterisation factors. Until the c-PCR has been updated to EF 3.1, the EF 3.0 characterisation factors shall continue to be used regardless of the general sunset date of EF 3.0 in the International EPD System (see https://www.environdec.com/resources/indicators).
Note 2: The c-PCR was developed using a Dutch PCR of asphalt as a basis, and as such these two PCRs are largely harmonised. Full reference to the Dutch PCR can be found in the c-PCR.
Note 3: The c-PCR shall be used as a starting point in any future development of other market-specific c-PCRs on asphalt/bituminous mixtures in the International EPD System. Such a development process shall strive for harmonisation with the TII c-PCR.

The c-PCR was adopted 2024-05-03 as a c-PCR under PCR 2019:14, after being reviewed and accepted by the Technical Committee of the International EPD System acting as PCR Review Panel for the adoption process. Review chair was Rob Rouwette, start2see, Australia.
Late May 2024 there was an update of the c-PCR, with minor changes. The latest version should always be used.
2025-04-24, the validity period was prolonged to align with the validity of version 2.0.0 of PCR 2019:14, which expires 2030-04-07. Note, however, that the current version of the original c-PCR (DN-PAV-03077), dated May 2024, does not have a set validity period and may be phased out sooner 2030-04-07.
