New version of construction product PCR
On December 8th, we published version 1.3.2 of PCR 2019:14 Construction products.
This version includes mainly editorial changes and clarifications, but also a few changes in requirements:
It’s no longer allowed to freely assign contractual instruments of electricity within an entity (e.g., manufacturing site) covered by a single electricity contract. So if a site produces several products, the Guarantees of Origin purchased to that site cannot be assigned to only one product. This rule is based on an ECO Platform decision and takes immediate effect for all applicable versions of this PCR, as of December 18th.
Another change is relevant only for markets without publicly available residual electricity mixes, such as the US market. These markets have been exempted from the requirement to use specific electricity or residual mix for processes under the control of the EPD owner – this exception is now removed. Instead of allowing consumption mixes for such markets, a conservative estimate of the residual grid mix shall be assumed as the last option in the electricity modelling hierarchy. This is also to align with ECO Platform rules.
The third changed requirement is about the declaration of biogenic carbon content in product and packaging, which now is to be expressed per product or declared unit. Related to this, a requirement has been added for EPDs claiming compliance with ISO 21930 to also declare the biogenic carbon content in terms of kilogram carbon dioxide equivalents.

The previous version 1.3.1 is valid, in parallel to version 1.3.2, during a transition period ending 2024-02-29. The short transition period is to comply with ECO Platform requirements. Note that version 1.2.5 is still valid, in parallel to versions 1.3.1 and 1.3.2, during a transition period ending 2023-12-31.
To summarize: From today until 31st of December, three versions of the construction product PCR are valid. Starting January 1st, versions 1.3.1 and 1.3.2 are both valid until the 29th of February. After that, only version 1.3.2 is valid.
