Updated PCR 2019:14 Construction Products Now Released
The updated Product Category Rules (PCR) for Construction Products, PCR 2019:14 version 2.0.0, has been officially released in the International EPD System. The previous version, PCR 2019:14 version 1.3.4, will be phased out by 20 June 2025.
The Product Category Rules (PCR) for Construction Products, PCR 2019:14 version 2.0.0, is now published and valid until 2030. PCR 2019:14 is the most used PCR for EPD development within the International EPD System, and this release marks the most significant update since its initial publication in 2019.
Main additions in this update include:
- New EPD structure. with obligatory names of sections
- New requirements on data quality assessment and declaration
Introduction of market-based modelling for biogas

Supporting materials—including updated verification report template and EPD template—will be released within the coming month. The EPD Compiler will also be updated to ensure compatibility with version 2.0.0.
In accordance with ECO Platform rules, the previous version, PCR 2019:14 version 1.3.4, will expire on 20 June 2025. During the transition period from 7 April to 20 June 2025, both versions 1.3.4 and 2.0.0 will remain valid.
Holders of EPD Process Certifications linked to PCR 2019:14 must revise their procedures and seek re-certification from an accredited certification body. Similarly, pre-verified tools for EPD development based on PCR 2019:14 must also be updated and verified against the new requirements. The Secretariat advises organisations to promptly initiate the updates of EPD Process Certifications and pre-verified tools linked to PCR 2019:14, as extensions for phasing out version 1.3.4 are not possible under ECO Platform rules.
The release of PCR 2019:14 version 2.0.0 follows an extensive revision process, incorporating significant feedback received during the open consultation held in October and November 2024. The PCR 2019:14 version 2.0.0 is compliant with the latest requirements, including:
- General Programme Instructions (GPI) version 5.0.1 (published at the end of February 2025)
- ECO Platform updated standards, including LCA Calculation Rules V2.0 and Digital Data Requirements V1.1 (published at the end of December 2024)
EN 15941:2024 Sustainability of construction works (published in 2024)
